tiup cluster replay

When performing operations such as upgrading or restarting the cluster, the operation may occasionally fail due to environmental reasons.At this point, if the operation is repeated, all steps need to be performed from the beginning.If the cluster size is large, it will take a long time.At this point, you can use the tiup cluster replay command to retry the command that just failed and skip the steps that have already succeeded.
