Executing top on CentOS 7.9 on aws ec2 shows

%st is up to 76.5%, what does this mean?

According to data

steal time indicates the resources required by the gust but not satisfied by the host.It happens when needed resources are allocated to other gusts.

So from the above figure, it can be seen that the over-allocation of the aws ec2 host is very serious.
