The ORACLE database connection exception after restart

Phenomena and background of the problem

ORACLE database connection exception: ORA-12154:TNS:listener currently does not recognize the service requested in the connect descriptor

My solution ideas and tried methods

Using the ORACLE tool Net Configuration Assistant, after reconfiguring ""Local Net Service Name Configuration"", it can be used normally
Step 1: Reconfigure

After the first step is completed, even ORACLE will report an exception: ORA-12541: TNS: No listener, proceed to the next configuration immediately

Step 2: Reconfigure

After reconfiguration, sometimes you can connect, and sometimes you need to restart the database service to connect
Start database service command:
sqlplus / as sysdba
SQL>startup
ORACLE routine has been started.

Total System Global Area 5117050880 bytes
Fixed Size 8757424 bytes
Variable Size 1207963472 bytes
Database Buffers 3892314112 bytes
Redo Buffers 8015872 bytes
Database is loaded.
The database is already open.

My desired outcome

I don't know why the computer needs to be configured again after restarting, and I don't know if there is any omission during the installation process
