Solution 

 Get into mysql

mysql -u root -p

 Execute the following statement 

GRANT ALL PRIVILEGES ON *.* TO 'root'@'%' IDENTIFIED BY ' Your password ' WITH GRANT OPTION;

 The last restart mysql service 

service mysqld restart

Reuse Navicat Successful connection ！！！
