为什么有些参数reload就可以生效，而有些参数必须重启数据库？

一般来说各种数据库都有静态参数和动态参数。不同数据库不一样。不同版本也不一样，有些参数低版本不能动态，高版本就可以了。
静态的需要重启，动态的可以在线改。取决于体系结构。比如数据目录，不能上一秒写着A目录，下一面就到B目录了。
