This is because the clock is not set correctly.The clock of the HSE must be the same as the actual clock.Otherwise, the above problem will occur.Please see the program file stm32f10x.h there is a piece of code
The default here is the external clock 8Mhz, so the setting should be consistent with the actual external crystal oscillator
