Solution ：

1. open vscode

2. perform ：get-ExecutionPolicy, Show Restricted, Indicates that the status is prohibited
3. perform ：Set-ExecutionPolicy -Scope CurrentUser

4. perform ：set-ExecutionPolicy RemoteSigned
5. Then execute get-ExecutionPolicy, Show RemoteSigned

5. test ：yarn -v

notes ： If it still doesn't work, open it in the administrator mode and operate it again , Close test available
